You can do what everybody else has to do … Search for scholarships on line, work with the financial aid offices of the schools you’re interested in attending, have great letters of recommendation, and so much more. Without knowing more about what you want to study, and where you want to study it, that’s about all I can say.
Every student from every country in Africa and half of the Middle East are seeking the same unicorn that you are.
Several European countries offer free tuition. You are on your own to pay for room, order, and everything else. That's realistically the best deal most dreamers will get.
If you are among the best students from your country with noteworthy accomplishments and achievements in extracurricular activities, then elite American universities offer excellent deals. However, you only have a 1%-2% chance at acceptance, so obviously you need realistic and affordable backup plans elsewhere. Note: prayers do not make for particularly good backup plans.
Only two Canadian universities offer scholarships to international students, and a full ride is unlikely.

In all seriousness, no one can help you but yourself.
Do a google search (where there are good sources of scholarships information)
Search for schools
Search for financial aid at that particular school
Search for good essays example and starts your essay
Prepare recommendation letter
Prepare required documents to apply
Prepare anything else that you need to prepare (including language proficiency test)
If you pass the document screening phase, prepare for another test and interviews
If you can not do even step 1, you will lose to other prospective applicants.
There are less than 50 such scholarships each year. There are about 800,000 international students in Canada. Unless you are almost as smart as Sheldon Cooper, you will not be getting one.
If anyone has led you to think such scholarships are common in Canada, they were misleading you.
If you find an agency that promises you a good chance at getting one if you pay a fee, I would be very suspicious.
Full scholarships are not even common for our own children.
Others have pointed out what schools offer them.As you may also know getting fully funded scholarships can get quite tricky and difficult. So I would suggest to decide the country first then look up for universities that provides fully funded scholarship for undergraduate programs, few universities specify that e.g they will give scholarship to only the one who are applying for B-tech. So keep your research strong and select at least 5 to 7 universities, look up to their criteria for entrance and simply apply all together so that you don’t waste your time for waiting for one university only.
